Hello, 
I am a new homeowner and during our inspection we were told we would need a new roof as our house has its original roof (built 1995). He said that there was only one layer and that we should just have a second layer put on. We are getting quotes for it now and a few guys have given quotes for the additonal layer. The guy that came today said that he wants to do a tear off because there is no Ice and Water shield under the existing roof (he said it is out of code). I'm not sure if what he is telling me is true or not. We do not have any leaks currently and being new homeowners money is a little tight and we are trying to keep costs down. If it is 100% necessary I will spend the money, but I really do not want to spend an extra $1400 to tear off if it really isnt needed. Any help or suggestions that you can provide would be greatly appreciated!!!

What area of the country are you in? If you're in the north and your roof has valley or multiple slopes ending at walls I would spend the $1400. If your roof is low slope 6/12 or less I would spend the $1400. If your roof is steep and simple a go over should be fine.

I would say get the new roof just for value, even if you don't need it. It was put on in 1995. That is over 20 years old. Sure, the roof can last another 5 to 10 years but the average roof usually only lasts about 20 before there are damages. It is your call. As mentioned above, you can base it on the slope and the direction but I would just spend the money and get a new roof.
