Someone told me that he recently had burn damage to his roof from a neighbor's house fire and the insurance company he belongs to wont cover the cost to fix it. Why would this happen? I mean I don't get how or why they won't cover it.

Maybe they expect the insurance from the other neighbor to cover it. Normally you are covered for damages, however, he should check his policy to see what it says about neighbor's fires.

Yeah there is a chance that you have to file with your neighbor. Just like if someone hits you in a car, their insurance pays for the damaged not your own.

Tell him to speak to his neighbor and contact his/her insurance. As mentioned, it may be up to their insurance to cover it.

Things like this are tricky. The person's house that caught fire SHOULD be the one to cover the damage but it isn't always that simple.

Ask you insurance company first on what's the reason why they don't cover the damage. Then if you confirm it, then try to talk to your neighbor's insurance company.
